The authority, exactly

Two authorities decide in sequence and neither of them hears from you. The employer files the application with the canton; the canton screens it against the Foreign Nationals and Integration Act and takes a preliminary decision; only an application the canton has approved reaches SEM, which then applies the criteria that hold for the whole country. Nothing in the published procedure starts with the applicant, which is the single most important thing to understand before planning a move here.

Admission is limited to managers, specialists and other qualified workers. In practice that means a degree from a university or a university of applied sciences plus several years of professional experience; in some fields, special training plus several years of experience is accepted instead.

Prepare your documents

  1. Secure the job before anything else. The employer is the applicant in this procedure and files the documents with the canton, so without a signed offer there is nothing to submit and no permit to apply for.
  2. Understand what your employer has to prove, because it is the condition most likely to end the application. They must show that despite genuine efforts — measured in time spent, geographical area searched and channels used — no suitable candidate could be recruited in Switzerland or in an EU/EFTA state. The federal guidance says contact with third-country candidates should only take place after that search has failed.The vacancy has to be registered with the regional employment centres and advertised through EURES, and the employer keeps the evidence: advertisements, agency confirmations, and often a list of the candidates seen with the qualifications each one lacked.
  3. Check whether the position falls under the obligation to give notice of vacancies. It applies where national unemployment in that occupation, field of activity or economic region is five percent or higher, on a list the State Secretariat for Economic Affairs updates every year, and the employer must include evidence of the registration.

Get your qualification assessed

  1. Expect the annual quota to sit over the whole thing. The Federal Council fixes maximum numbers each year; for 2026 it left them unchanged at 8,500 for workers from third countries, split into 4,500 residence permits and 4,000 short stay permits, drawn on by the cantons.The ceiling is real but it has not been the binding constraint lately: 74% of the 2024 quota was used, and about 52% by the end of September 2025. The labour-market precedence test is what stops most files, not the quota running out.
  2. The application has to argue, and document, that your admission is in the overall economic interest of Switzerland. The authorities weigh the employment market situation, long-term economic growth and your ability to integrate.

Close any gaps

  1. Your qualifications are examined from your CV, your education certificates and your employment references. Supply copies in the original language together with translations into an official Swiss language or English, and where your education system differs markedly from the Swiss one, add the curriculum, subjects examined and results — the federal guidance asks for exactly that.
  2. Beyond the qualification itself, the authorities weigh integration criteria for a residence permit: professional and social adaptability, language skills and age. Salary, social security contributions and terms of employment must match what is customary for the region, the sector and the job, and the contract you sign has to state that it only applies if the authorities grant the permit.The wage check is not a formality. The authorities run it to protect workers already in Switzerland from wage dumping, and a collective employment agreement, where the sector has one, sets the floor.

Register and start working

  1. SEM's approval arrives as a decision sent to you, the employer and the canton, and the employer pays a fee for it. Read the wording carefully: that decision does not by itself let you enter the country.
  2. If you need a visa, the cantonal immigration authority issues the authorisation electronically to the Swiss representation abroad, and you collect the visa there. Then register with the authority at your place of residence within 14 days of arriving — you may not start work until you have.
