Conditions
If you live outside Estonia, you apply for the EU Blue Card at the Estonian embassy or consulate responsible for your place of residence; the Police and Border Guard Board is the deciding authority once your application reaches it.
EUR 3,138 a month
An employer in Estonia must pay at least 1.5 times the annual average gross monthly salary last published by Statistics Estonia; the Police and Border Guard Board states that as €3,138 a month for the period 06.03.2026–05.03.2027. A lower threshold of 1.24 times that average, €2,594 a month for the same period, applies where the job is, in the EU Immigration Portal's words, that of 'a top specialist or a supervisor; top specialist in natural or technical science; top specialist in health service; specialist in pedagogics; specialist in business or administration; specialist in information or communication or specialist in legal, cultural or social sphere.' Ask the Police and Border Guard Board whether your specific job falls in one of those groups before you rely on the lower figure — we do not classify individual jobs.

Where the job is a regulated profession, documents proving Estonia's legal requirements for it are met. Where it is not regulated in Estonia, documents proving the relevant higher professional qualifications are met.
